Scott Seekins determines that this Monday was the time to change. A crowd from OLSON [some of whom, do not quite understand the ALL BLACK CLOTHES idea] go for a lovely art walk with Scott to celebrate this keen day.

No idea, OLSON filmed it for Scott. John Olson happened to ask Scott when he was going to make the change, not realizing that it is normally a secret and then decided that Monday would be Black Monday and the event should be captured and shared.
